(1) The following officer shall have the authority to transfer the following military personnel:-
(a) The Government of Nepal, on the recommendation of the Commander-in-Chief, from Mahasenani to Rathi (b) Commander-in-Chief from Assistant Commander-in-Chief to Commander-in-Chief,
(c) Directorate of military organization on the recommendation of the concerned chief from followers to rank.
(2) The authority authorized to transfer according to sub-rule (1) may delegate that authority to other agencies or officials as required.
(3) The head of the relevant agency or office in which the soldier is employed may recommend the transfer and when making such a recommendation, a clear basis for the transfer should be disclosed.
(4) When sending the recommendation to the Ministry for the decision of transfer, the clear basis for transfer should also be sent in the form as per Schedule-5.
